Driving in Singapore with a US license: the 12-month rule, the COE and the cheaper ways to ride

Drawing for Driving in Singapore with a US license: the word DRIVING, a steering wheel, a road pricing gantry and a taxi.
Driving in Singapore: one license, one gantry, and a taxi when the math says no.

You can drive on your US license for your first 12 months, as long as you carry an International Driving Permit. Stay longer and you convert. Whether you should own a car at all is a different question, and the answer for most Americans is no.

The short version

  • Under 12 months: drive on your valid US license plus an International Driving Permit (IDP) issued back home, or an official English translation [1].
  • Over 12 months: you need a Singapore driving license. Converting means passing the Basic Theory Test (BTT) and proving you lived in the US at least a year (six months physically) while holding your license [1].
  • Owning a car means buying a Certificate of Entitlement (COE) first. In the November 4, 2026 bidding round, a small-car COE went for SGD 139,001 (about USD 108,800) [2]. That's before the car.
  • Road pricing: electronic gantries charge you on busy roads at peak times on weekdays [3].
  • The alternative: licensed ride-hail apps, including Grab, Gojek, CDG Zig, TADA and Ryde, plus metered taxis and a very good MRT [4].

USD conversions use the Federal Reserve H.10 rate of October 30, 2026 (USD 1 = SGD 1.2776).

Your first 12 months: US license plus an IDP

The Singapore Police Force's Traffic Police set the rules, and they're clear. Foreigners living here for less than 12 months generally don't need to convert. They must carry their foreign license together with an IDP from an authorized body in their home country, or an official English translation if no IDP is available [1].

For Americans, the IDP has to come from the States. Only AAA and the American Automobile Touring Alliance can issue one, and our guide to driving abroad on a US license covers the application and the online "international license" scams. Get it before you fly. You can't pick one up in Singapore, because the Automobile Association of Singapore issues IDPs only to holders of a Singapore license [1].

Two traps:

  1. Work Permit and S Pass holders hired as drivers must hold a Singapore license from day one, regardless of the 12-month rule [1].
  2. New permanent residents can drive on a foreign license for only three months after getting PR, then must convert [1].

Singapore drives on the left. If you're coming from 30 years of right-side driving in Texas, give yourself a few weekend drives before you take the kids to school in rush hour.

Converting to a Singapore license after 12 months

Once you've lived here more than 12 months, the Traffic Police expect a Singapore license. The good news: Americans don't need a road test for a regular car license. The conversion has two requirements: pass the BTT in Singapore, and hold a valid foreign license [1].

The residency test

Here's the part that catches people out. You must show you lived in the country that issued your license for at least one year, including at least six months of physical presence there [1]. Passports, employment records, school records or tax documents can prove it. If you renewed your license by mail from abroad and never lived in that state as an adult, ask the Traffic Police before you book.

Step by step

  1. Book and pass the Basic Theory Test. It's a multiple-choice test on Singapore's Highway Code and traffic rules, taken at a driving center. Study the official handbook; Singapore road signs and right-of-way rules differ from what you learned for your DMV test back home.
  2. Book a conversion appointment with the Traffic Police online [5].
  3. Bring the documents [1]: - a recent color passport photo (white background, taken within three months) - your passport and your work pass or FIN card - your current US license, plus an extract or driving record if the license doesn't show your first issue date - an endorsement letter from the issuing authority (in practice, a letter or certified record from your state's DMV) - originals and photocopies of everything
  4. Pay the fees shown on the booking system at the time. The Traffic Police page doesn't list the amounts, so check when you book [1][5].

Order your state DMV records from Singapore well ahead. Some states may mail certified records only to a US address, so line up a friend or family member stateside just in case.

Driving a light truck or minivan needs a higher license class with a practical test, and Work Permit and S Pass holders get a restricted Class 3C license on conversion [1]. For a regular sedan or SUV on an Employment Pass, Class 3C isn't an issue.

The cost of owning a car: the COE

This is where most Americans do the math and close the spreadsheet. Before you can register a car in Singapore, you need a Certificate of Entitlement, bought at an open auction run by the Land Transport Authority (LTA). There are two bidding rounds a month, and a COE lets you own and use the vehicle for 10 years. After that you either scrap the car or renew the COE at the prevailing price [6].

COE category What it covers Price, November 4, 2026 round [2]
A Smaller cars (up to 1,600cc and 97 kW, or EVs up to 110 kW) SGD 139,001 (about USD 108,800)
B Larger and more powerful cars SGD 132,334 (about USD 103,580)
C Goods vehicles and buses SGD 92,000 (about USD 72,010)
D Motorcycles SGD 10,689 (about USD 8,370)
E Open (any vehicle except motorcycles) SGD 135,998 (about USD 106,450)

In that round the small-car category actually cost more than the large-car one, which tells you how tight supply is. Prices move every two weeks, so check the latest results [2].

The COE is only the start. On top come the car's market value, an Additional Registration Fee, a registration fee, road tax, insurance and parking [6]. LTA's pages list each charge, but in plain terms a mid-range sedan here can cost what a house down payment costs in much of the US. A family hatchback you'd pick up at a dealership in Ohio without a second thought becomes a six-figure purchase in Singapore once the COE is in.

Many expats who need a car lease one, use car-sharing, or rent for weekend trips into Malaysia. If your employment package includes a car allowance, ask whether it's sized for Singapore or copied from a US template.

ERP: paying to use busy roads

Singapore was charging drivers for congestion long before New York got around to it. Electronic Road Pricing (ERP) gantries charge you as you drive under them during operating hours, Monday to Friday. ERP doesn't run on weekends or public holidays [3].

  • Rates depend on vehicle type and the half-hour you enter. They can change every half hour at peak times, and LTA reviews them quarterly [3].
  • Payment: every Singapore-registered vehicle has an in-vehicle unit or the newer on-board unit, and pays from a stored-value card or a linked backend account [3].
  • The changeover: LTA is moving to ERP 2.0, and the old in-vehicle units are being phased out by the end of 2026 [3]. If you buy or lease a used car, check it has the new on-board unit.
  • Missed a charge? LTA texts you, and you have five days to pay without the SGD 10 (about USD 8) admin charge [3].

Driving a Malaysian rental car in? Foreign-registered cars pay a fixed SGD 5 (about USD 4) per ERP day, taken from an Autopass Card when you leave [3].

Taxis and ride-hailing instead

For most Americans in Singapore, the real choice isn't which car to buy. It's which app to open. LTA licenses ride-hail operators, and the current licenses run from January 1, 2025, to December 31, 2027 [4]:

Operator What it is
GrabCar Grab, the region's biggest ride-hail and delivery app [4]
Velox Digital (Gojek) Gojek's Singapore arm [4]
CDG Zig ComfortDelGro's app, which also books its taxis [4]
TADA Ride-hail app [4]
Ryde Ride-hail and carpool app [4]
Geo Lah and Trans-cab Full licenses from December 2025 [4]

Metered taxis are also easy to hail at taxi stands and malls. Surcharges apply at peak hours and late at night, and the meter or app shows them. Tipping isn't expected, so the price on the app or meter is what you pay. For trains and buses, see our guide to the MRT, buses and Grab.

Ask other drivers how they handled the DMV letter in our community group for Americans in Singapore.
